For public and private goals, everything about the goal is accessible to the employee, employee's chain of command, and administrators.

• Public goal: the goal title, status, due date, and progress bar can be viewed by colleagues outside of the chain of command, but nothing else
• Private goal: nothing is shared about the goal outside of the employee, the chain of command, and administrators
